![]() Hello, and welcome to the official website of the Pennsylvania Narcotic Officer's Association (PNOA). I am very proud to have been elected as the President of the PNOA for the 2015-2017 term. I have been an active member of the PNOA since the inception of the organization, and have held various positions on our Board of Directors since 1992. I hope this experience will enable me to be a virtuous and productive President as so many of our past Presidents had been. Since its establishment in 1990, PNOA has sought to provide narcotics training to law enforcement officers in the Commonwealth of Pennsylvania. We believe that a well-trained officer is better able to carry out his or her duties and responsibilities in a safe and effective manner. Additionally, we strive to keep our members up to date with current legal issues in the area of drug law enforcement. Accordingly, PNOA provides and sponsors educational seminars as a form of drug training throughout the state, hosted by our Eastern, Central and Western Representatives. In early spring each year, PNOA holds an Annual Drug Conference. This conference has become a tradition in the Commonwealth to all of the members of drug law enforcement. In addition to providing exceptional narcotics training, PNOA recognizes selected members of the law enforcement community who have demonstrated outstanding performance. This annual conference, spearheaded by our Treasurer Joe Jacob, Vice President Phil Holbrook, and other members of the conference committee also provides a great opportunity for members to network with other law enforcement officers and develop friendships, which has proved to be an invaluable way for members to acquire assistance with drug trafficking investigations across the state. PNOA also sponsors the Top Gun Training Program at Fort Indiantown Gap, in conjunction with The Pennsylvania State Police, The Pennsylvania National Guard, The Pennsylvania District Attorney's Association, The Philadelphia Police Department, and The Pittsburgh Police Department. The Top Gun Program is a drug enforcement basic training program designed for investigators and prosecutors. The course utilizes role playing as a means to provide training and education regarding a drug investigation from its beginning to its end. No part of the drug investigation is left out. The training provided by the Top Gun Program is as close as one can get to experience a real drug investigation. The Top Gun Program is regarded as one of the premier drug training programs in the country and PNOA is proud to be a co-sponsor of such a highly recognized drug investigation program. The mission of the Pennsylvania Narcotic Officers Association is to provide quality narcotics training to law enforcement officers in Pennsylvania, to ensure that each member is fully prepared and equipped to investigate narcotics offenses under safe and legal circumstances. PNOA is also dedicated to making contact with members of the legislative branch of government on both the state and federal level to ensure that vital legislation affecting the health, safety, and welfare of narcotic investigators is always at the forefront of any law passed and that the penalties for drug trafficking remain strict and certain. PNOA has close ties to MAGLOCLEN and HIDTA, which has proven to be a great resource for the betterment of our members and our organization as a whole. As members of law enforcement, we share the common goals of eliminating illegal narcotics from our streets and schools, while zealously guarding the safety of our fellow officers. PNOA is dedicated to achieving these goals. I urge you to join our organization.
