The Pennsylvania Narcotic Officers' Association will host a three (3) day seminar at the Red Lion Hotel in cooperation with Lawrence County District Attorney's Office, New Castle Police Department, PA Capitol Police, MAGLOCLEN, Liberty Mid-Atlantic HIDTA, Ohio HIDTA, IWI US, Inc., Luzerne County District Attorney's Office, Dauphin County District Attorney's Office, Montour County District Attorney's Office, and Beaver County District Attorney's Office. |

- The conference will begin at 12:00 PM on Wednesday, Mar 29, 2023 and concludes at 12:00 PM on Friday, March 31, 2023.
Registration will be conducted on Wednesday from 9:00 AM to 12:00 PM.

- One hundred five dollars ($110.00) covers the cost of the conference incidentals. Please mail the registration to the following address:

Registrations must be received no later than Monday, March 13, 2023. Business casual dress and pre-registration are required for this conference. No registrations will be accepted at the door without prior approval. Department ID will be required at time of registration. Conference activities are limited to conference attendees only.

- Lodging -
- Lodging is available at the Red Lion Hotel. A package plan has been arranged which includes two (2) nights lodging, two (2) buffet breakfasts, a dinner voucher for for Wednesday night (in the hotel restaurant), and a dinner on Thursday, March 30, 2023. The cost of the package is $238.00 per person based on double occupancy and $336.00 based on single occupancy. All hotel reservations MUST be made on a
Red Lion Hotel Reservation Form (PDF Document).

complex operation that led to the capture of the co-leader of the Sinaloa

FENTANYL SAFETY AWARENESS FOR LAW ENFORCEMENT

National Association of Drug Diversion Investigators.
This presentation provides an understanding of the dangers of synthetic opioids,
fentanyl analogs and similar synthetic substances and the methods used to make
and distribute them. Presentation will also cover the life-threatening danger to
law enforcement from fentanyl exposures.

Presentation will be an overview of the structure, capabilities, and support to
law enforcement by Walmart Global Investigations. They will discuss case
related support for drug diversion, money laundering and retail crime
investigations.
AUTO THEFT TRENDS
Cpl. Carl Ives, Trooper Jason Morgan, Trooper Randall Heckman
Pa State Police- Auto Theft Task Force
Presentation will provide current trends in auto theft and auto finance
fraud as it pertains to gang and drug investigations. Instructors will
also cover the BERLA software used by PSP to uncover critical
evidence from vehicle events, location data and connected devices in
newer vehicles.

ELECTRONIC SURVEILLANCE IN PENNSYLVANIA

This presentation provides an overview and case law updates relative to
electronic surveillance in Pennsylvania. Course will cover the law and mechanics
as it relates to 5743 orders, CDR’s, Pen Register/Trap and Trace Orders, Pings
and historical cell site information. The training will also cover the latest
information on non-consensual wiretaps.

Officers will be certified in drug field testing. A separate certificate will
